According to the Sputnik news agency, the export of these improved conventional weapons of the Cold War era, which have multiple uses, is prohibited according to the laws of the United States of America due to the "heavy damage" they cause, but Turkey provided such a controversial weapon to the Kyiv government during the Russia-Ukraine war.
An unnamed source told this American publication: After the United States rejected Ukraine's request to send cluster munitions, Turkey was the only place that was able to give these munitions to Kyiv.
This action shows that at a time when Turkey wants to get closer to Russia, it is one of the important supporters and military helpers of Ukraine.
It must be noted that cluster bombs are designed to destroy tanks, and by an initial explosion, scatter a number of smaller munitions at the target location. If these bombs are not detonated immediately, they can remain in the war zone for years.
Russian President Vladimir Putin launched an attack on Ukraine on February 24 with the aim of "de-Nazification" and preventing the country from joining NATO; the attack, which Russia itself called a "special military operation" and led the West to show different reactions to this issue and impose "the most severe sanctions" against Russia. On the other hand, Russia imposed sanctions and bans against the United States, Western countries and European Union countries in "retaliatory measures".
